Regulated Canadian Immigration Consultants RCIC – CICC Bruce Ferreira-Wells and David LeBlanc are both Regulated Canadian Immigration Consultants RCIC – CICC, and members of the College of Immigration and Citizenship Consultants. They were formerly members of the Canadian Society of Immigration Consultants CSIC from its inception in 2005. The College of Immigration and Citizenship Consultants (the College) licenses and regulates Canadian immigration and citizenship consultants in the public interest. The profession’s first regulator, CSIC, of which both David and Bruce were within the first 100 members, was created in 2005 and in 2011 IRCC replaced it with I.C.C.R.C. became the new governing body. The College transitioned from former regulator I.C.C.R.C. to CICC. The College was created by an act of the Canadian Parliament: The College of Immigration and Citizenship Consultants Act (Canada) (“the College Act”). The College Act was passed by Parliament in June 2019. Pursuant to an order of the Minister of Immigration, Refugees and Citizenship Canada, the College of Immigration and Citizenship Consultants (I.C.C.R.C.) was continued as the College on November 23, 2021.
