Canadian Proof of Citizenship Applications: When Can You Request Urgent Processing?
Suffice it to say, there has been a lot of talk and excitement over the course of 2026 concerning Canada’s amended rules regarding Citizenship, namely: who, by definition, is considered to be Canadian citizen by descent? Am I now a Canadian?!
For all Canadians born outside Canada or those claiming Canadian citizenship through a parent, a Canadian citizenship certificate is an essential document used to confirm citizenship as well as a fundamental document to obtain a passport and have the absolute right to enter Canada.
As opposed to permanent residents of Canada who apply to be granted Canadian citizenship, applying for a certificate directly is the means to prove that a person is already a Canadian citizen. This distinction is important: those eligible to apply for proof of Canadian citizenship are already understood to hold Canadian citizenship by “operation of law”, yet they still require a citizenship certificate to formally demonstrate that status. This need to prove could be a requirement to the Government of Canada, a provincial government, an employer, an education institution, or another organization.
For many applicants, the normal (albeit growing) processing timeline is manageable. However, some may face urgent circumstances and cannot wait for their application to be processed through the regular queue.
Faster Processing? Really?
Immigration, Refugees and Citizenship Canada (IRCC) may process certain applications for a citizenship certificate faster than normal. Remember – urgent processing is not available simply because you may wish for a quicker decision; who wouldn’t want a speedy decision after all?! An applicant must therefore demonstrate an urgent need and provide evidence supporting their request.
What Is a Canadian Citizenship Certificate?
A Canadian citizenship certificate is an official document issued by IRCC as proof of Canadian citizenship. For those of us who are born in Canada and therefore citizens by “birth”, we may not even be familiar with these certificates. However, they are essential documents for individuals who:
- Were born outside Canada to a Canadian parent;
- Were born outside Canada to more distant Canadian ancestors, but may have become eligible to now prove their Canadian citizenship following changes to Canada’s citizenship laws;
- Have previously been issued a citizenship certificate and require a replacement;
- Or, need formal proof of their Canadian citizenship for education, employment, travel, or other official purposes.
What Does Urgent Processing Mean?
Urgent processing means that IRCC may consider processing an application for a citizenship certificate faster than its normal processing timeline.
However, urgent processing is discretionary. Even when provided with a compelling reason, IRCC does not guarantee that they can process and issue in time to meet a particular deadline. IRCC also makes clear that incomplete applications will not be processed urgently. A request must therefore be supported by a complete application and appropriate evidence explaining why the certificate is urgently required.
The Bar is Set Rather High: How can I request it?
IRCC may consider an urgent processing request in certain circumstances.
Most critically, there are situations where urgent processing may help an applicant avoid harm or hardship related to factors such as race, religion, nationality, or persecution based on sexual orientation and/or gender identity.
In every case, the circumstances must be properly explained and supported with documentation. Meeting the criteria to request urgent processing does not guarantee that IRCC will approve the request or complete processing before your deadline.
Urgent Processing for Students Planning to Study in Canada
One particularly important recent development affects those who need proof of Canadian citizenship in connection with planned studies in Canada in the immediate future.
It isn’t a secret that international students who come to Canada with study permits pay significantly higher tuition rates than Canadian citizens or permanent residents. Therefore, having a citizenship certificate in hand overcomes some major inconveniences, not to mention expenses. A successful urgent processing request would potentially allow qualifying applicants to receive their citizenship certificate in time for the beginning of their academic term.
What Documents Should Support an Urgent Processing Request?
The strength of an urgent processing request depends heavily on the supporting evidence provided.
IRCC provides examples of documents that may help demonstrate an applicant’s urgent circumstances, including but not limited to:
- A paid airplane ticket or travel itinerary;
- A letter from an employer;
- A letter from a school;
- A doctor’s note; or
- A death certificate.
Why Professional Advice and Representation Is Important
As noted, urgent processing requests are not guaranteed, and the suggestions outlined above serve only as a starting point. Because the burden of proof rests with you, we strongly recommend seeking professional guidance. As your immigration representatives, we will help you prepare a solid and compelling application package that clearly demonstrates the urgency of your case.
IRCC reviews requests individually. It may determine that an application does not qualify for urgent processing, or that processing cannot be completed quickly enough despite the applicant’s circumstances.
For this reason, one should avoid waiting until the last possible moment to apply. Anyone who anticipates needing proof of Canadian citizenship for school, travel, employment, or another important purpose should begin the application process as early as possible.
Proof of Citizenship applications can involve complicated questions of Canadian citizenship law, particularly for individuals born outside Canada.
Determining whether someone is already a Canadian citizen may require a detailed review of their family history, their parents’ citizenship status, dates and places of birth, and the citizenship laws that applied at different points in time.

Frequently Asked Questions About Urgent Proof of Canadian Citizenship Applications
What is a Proof of Citizenship certificate in Canada?
A Proof of Citizenship, in the form of a Canadian citizenship certificate, is an official document issued by IRCC confirming that you are a Canadian citizen.
It does not make you a Canadian citizen. Instead, it provides official evidence of citizenship that you already possess.
Can I ask IRCC to process my citizenship certificate application quicker?
Yes, in some circumstances.
IRCC may process citizenship certificate applications faster than normal where an applicant has qualifying urgent circumstances. Applicants must explain why urgent processing is needed and provide documents supporting their request.
Urgent processing is not guaranteed.
Can I request urgent processing because I need to start school in Canada?
Potentially, yes.
This is particularly relevant for individuals who need proof of Canadian citizenship in connection with plans to study in Canada. Supporting evidence, such as but not limited to a letter from the educational institution showing the program and relevant dates, can help demonstrate the urgency of the request.
Can I request urgent processing because I need to travel?
Possibly.
IRCC identifies urgent processing options for certain dual Canadian citizens who are citizens of visa-exempt countries and have proof of air travel to Canada within six months of applying.
What documents do I need to request urgent processing?
The documents depend on why your request is urgent.
Examples identified by IRCC include a paid airplane ticket or itinerary, letters from a potential employer, educational institution, a doctor’s note, or a death certificate. In our professional opinion, these would be bare minimums, a foundation to build a case. Every case is unique.
Will IRCC guarantee urgent processing of my citizenship certificate?
No.
Even if your circumstances qualify for urgent processing, IRCC cannot guarantee that it can or will issue your citizenship certificate before your required deadline. IRCC also warns that incomplete applications will not be processed urgently, no matter what reason is being presented.
Can I submit a second application to make my request urgent?
No.
If you have already submitted a citizenship certificate application, you should never submit a duplicate application simply to request urgent processing. This usually has the opposite of the desired effect and contributes to unnecessary backlogs. We can discuss potential options to present urgency requests to applications already in process.
